PORTRAITS OF HUNGER: FRAMING THE FOOD ISSUE IN NEWS FROM ESPÍRITO SANTO DURING THE PANDEMIC

Summary: This dissertation aims to establish the news frameworks for coverage of hunger and food
insecurity in Brazil, based on 693 news items from 21 online news portals in the state of
Espírito Santo, published between March 11, 2020, and May 5, 2023, defined as the period of
the Covid-19 Public Health Emergency (WHO, 2023) and marked by the worsening of
various social ills. In order to observe how the causes, problems, solutions, and assessments
of the theme were attributed, we used the theoretical-methodological approach of media
framing (Entman, 1993; Porto, 2004). After discussing the role of journalism in the
production of meaning and the historical context of the phenomenon of hunger in the country,
both quantitative and qualitative analyses were performed to organize the findings found in
the publications. The results show that the COVID-19 pandemic was the main framework for
explaining the phenomena, that is, the diagnosis made by Espírito Santo newspapers placed
the health emergency at the core of food shortages. In addition, it is understood that, without
prior contextualization, palliative measures were emphasized, while a neoliberal and
individualizing discourse was present in the texts analyzed.
