Summary: This research seeks to investigate what are the mechanisms to combat
disinformation in Brazil and has as its object the National Network to Combat
Disinformation (RNCD). For this, at first there is an investigation into the use of
intentionally false information as a political communication strategy. The
historicity of this information and its relationship with the technique of
propaganda are discussed, having Harold Lasswell's studies on the Great Wars
as a theoretical basis. In addition, the dispute for power and narrative that
occurs in the political environment is discussed. Understanding the growing
informational flow and its relationship with digital ones, the concepts of
informational fatigue, disinfodemic and narcotic dysfunction are analyzed,
together with the social impact of the mass media. These concepts are applied
in a case study on the RNCD and its performance in the 2022 Brazilian
elections. Disinformation, like Communication and information, is a tangle of
political, social, discouraging and ideological relationships. This is debated as a
way to understand the ways already constructed to combat socially harmful
content and use them.
